The U.S. Congress has recently directed the National Academy of Science to undertake an objective review of wind energy on a national basis The National Academics were founded by Congress in 1863 but operate as private organizations to provide independent research and advisory services. Congress has directed them to develop an analytical framework for evaluating the effects of wind generation systems which should provide meaningful guidelines for wind energy development and siting decisions. All environmental, ecological and economic effects of wind generation systems will be scientifically studied. A Commission of 14 members has been selected by the Academy to undertake the study. All 14 are nationally or internationally recognized experts in appropriate scientific fields of study. There are no politicians on the Commission. The study is expected to be completed in about 18 months and submitted to Congress. If the findings and recommendations of this Commission indicate that the proposed Bishop Wind Farm is appropriately sited and is environmentally and ecologically acceptable, so be it. If it is an appropriate site now, it will still be an appropriate site 18 months from now. If certain members of the Town Board were truly concerned about the long term common good of the Town and with protecting it citizens, the rational and intelligent course of action would be to impose an 18-month moratorium on any industrial wind energy development. There is no reason why Springwater should be a guinea pig for an experimental project, the effects of which are still hotly debated. In time, the dust will settle one way or another. It would be prudent to see how that dust settles before taking actions with potential effects that could last for generations. |
